It used to be that residential neighborhoods in Worcester were just that – residential neighborhoods. It was a place where residents bought a home and lived and neighbors knew one another. But over the years, the character of many residential neighborhoods in Worcester has changed, with the infiltration of home businesses, group homes and shelters, educational institutions and the latest phenomenon in which homeowners are renting out rooms in their houses to strangers for overnight lodging. The City Council is grappling with how to regulate the short-term rental of single-family homes for overnight lodging, most done through the Internet-based Airbnb service….
