Members of the Metro Council kicked off discussions Monday night on a proposed freeze on issuing new permits for the most widely used — and controversial — type of short-term rental homes in Nashville. During an hour and a half joint council committee meeting Monday, a moratorium on issuing new non-owner-occupied short-term rental permits showed signs of gaining momentum in the council.
