The owners of an Upper West Side residential building who are under attack from City Hall because they are renting rooms to tourists were ordered by a Manhattan judge Wednesday to stop taking any more new reservations. Supreme Court Justice Kathryn Freed signed the temporary restraining order at the request of five tenants who said the influx of tourists has caused them hardships, forcing them to wait for elevators, endure more noise at all hours and live with rodents, roaches and odors because the visitors generate garbage that is left to rot. Rachel Hannaford, the tenants’ lawyer from the Goddard Riverside Law Project, told the judge that the West 79th St. building known as Imperial Court “is basically a commercial hotel and it should not be.”…
